Terms of Reference for the Impact Halton Coalition
Mandate

The Impact Halton Coalition is a network of nonprofit organizations in the Region of Halton.

Our mandate is to advocate for and build a strong nonprofit sector supporting the many diverse communities of Halton Region.

Objectives
We will use our collective voices to:

Build connections within Halton’s nonprofit sector and share opportunities to strengthen impact

Inform policy that impacts the sector through advocacy and education
-
Developing allies among community members, decision-makers and funders.

Members
Membership is open to Halton nonprofits and organizations that operate to deliver community services. The intention is to represent a wide range of nonprofit organizations in the Halton region, and for the coalition to be representative of the sector.

Impact Halton Coalition has back bone support from Community Development Halton. To help sustain the work Coalition members must join Community Development Halton as members (annual membership fee will cover participation in the Coalition and include access to all CDH membership benefits).
​
Contributions through members will contribute to the costs of the in-person annual meeting and Coalition support.
Leadership Team
Impact Halton Coalition will have a Leadership team to support and guide the work of the coalition.

The purpose of this group is to:

Provide leadership to the coalition

Discuss and decide on directions for the coalition to take

Organize and facilitate coalition meetings
-
Be accountable to the members of the coalition
​
Leadership Team Members will include, but will not be limited to:
-
No fewer than five and no greater than seven representatives from the nonprofit sector in Halton
-
CDH Executive Director (as the backbone organization)
​
In addition to:
-
Community Development Halton staff support (non-voting)
-
Additional community observers as needed

Elections
For the first year of this coalition, membership for the Leadership Team will be based on voluntary participation.
After one year’s time (August 2026), the membership and terms of office for the Leadership Team will be revisited.

Decision-Making
The Leadership Team will make decisions by consensus wherever possible and through voting when consensus is not achievable.
​
Quorum
A quorum shall be 50% of the Leadership Team plus one.
​​
Frequency of Meetings
Impact Halton Coalition will meet three times a year, as decided by the group at large in June 2025.
The Leadership Team will meet on a bi-monthly basis, with additional meetings called as needed.
The Terms of Reference will be reviewed annually.
