Challenges of Halton’s Nonprofit and
Voluntary Sector Labour Force
The 21st century will be the century of the human services sector
organization. The more economy, money, and information become global, the more
community will matter, and only the human services sector nonprofit organization
performs in the community, exploits its opportunities, mobilizes its local
resources, solves it problems. The leadership, competence, and management of the
human services sector nonprofit organization will thus largely determine the
values, the vision, the cohesion and performance of the 21st century.

Purpose
- To develop a profile of the human services nonprofit and voluntary
sector workforce.
- To position the voluntary sector as a viable economic sector in the
community.
- To identify labour force needs, anticipated shortages and changes in the
workforce.
- To identify issues and challenges being faced by the nonprofit and
voluntary sector.
- To document and prioritize required skill sets and training needs for a
vibrant sector.
- To determine the contribution of volunteers to this sector.
- To document optimal strategies and best practices for recruiting, hiring
and retaining volunteers and employees.
Methodology
- Survey instrument for Human Service Agencies.
- Separate survey to be completed by Arts, Culture and Recreation
organizations.
- Focus groups to gather qualitative data.
- All survey and focus group responses will be confidential and reported
anonymously.
Beneficiaries of this research
- Nonprofit and voluntary sector agencies in Halton
- Agencies will have a better understanding of the training needs and
skill-sets in the sector
- Will provide information to influence funding practices
- Can help to unite the voluntary sector in Halton.
- The governmental and private sector that contracts (service agreements)
with agencies in this sector.
- Funders realigning their investment strategies in the human services
sector.
- The community - planned interventions will enhance the vitality of the
sector which is not only essential to the provision of services to community
residents but also the development of social capital necessary for an
inclusive community.
